Utoya massacre: Norway remembers those killed in Breivik attacks one year ago

Mr Stoltenberg said a return to normality was essential to show that Breivik
had not managed to change Norway.

“It’s important that we return to a normal life because we want to show
that our society can deal with such an attack with the aim of changing
Norway. That didn’t succeed.

“Norwegian society has become even clearer and stronger – a society that
believes in democracy, the trust and openness have been strengthened and
perhaps many thought we would turn inwards, that we would become suspicious
but what we see is that Norwegians have become more open and trusting and
have more trust in democracy than they did before,” he said.

Mr Stoltenberg emphasised that although much of the country returned to
normal, life had forever changed for the many people who lost somebody in
the attacks or who will live with injuries for the rest of their lives.

“Many people will live with the sorrow, live with loss they have lost
their closest for always and they will live with that for the rest of their
lives,” he said,

Following the wreath laying ceremony, church services will be held in Oslo, in
the municipality where Utoeya is located and in many other churches around
the country.

There will also be an event on Utoya itself and the day will end with a
concert in Oslo.
