In a televised speech, EU Commission President Ursula von der Leyen strongly condemned ‘targeted attacks on civilian infrastructure,’ characterising them as ‘acts of pure terror’ with the intention of depriving men, women, and children of essential services such as water, electricity and heating ‘with the winter coming’.
