The areas planned to be developed include Ezbet el-Ward in Sharabiya, Ezbet Abu Hashish in Hadayek el-Qubba and Ezbet Abu Leila in el-Zawia. The development includes sanitation networks, schools, and other basic services.

The governor’s announcement came during signing a cooperation protocol with Heliopolis Association, an NGO, to partake in the project.

In the same event, head of the Slum Development department of Cairo governorate Khalil Shat said that there are 112 slums in Cairo.

Of the said slums, 24 lie in “life threatening conditions,” and 11 are “health threatening conditions,” Shat added.

Cairo governorate’s council is carrying out several housing projects to resettle residents of life threatening areas to safe places, he continued.

Millions of Egyptians, mostly internal migrants who resettle in bigger areas to seek jobs, live in unplanned areas that were once unoccupied. These areas lack basic infrastructure.

Former Minister of Urban Development Laila Iskandar stated in June that about 40-50 percent of Egyptians live in “unplanned neighborhoods;” some in historic and investment areas, some in rural areas and others in really poor, marginalized areas.

In October, Egypt’s Slum Development Fund has signed an agreement with The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) to allocate its 13 million euros ($16m) aid for the infrastructure of nine slums in Cairo and Giza.

On May 7, the World Bank approved $500 million loan for social housing projects in Egypt, especially for an estimated 1.6 million beneficiaries living below the poverty line.
