Speaking at the Bipartisan Policy Center (BPC), James Clapper, director of National Intelligence, said that for the last 2 presidential runs, foreign hackers have been spying on campaigns.

Clapper said that both the president and hopeful Mitt Romney were surveilled by the Chinese in a series of cyberattacks. And now, the Clinton and Trump campaigns could be more secure to eliminate risk.

According to the intelligence director, they have “already had some indications” that surveillance hacking is occurring.

Clapper informed the audience that the Federal Bureau of Investigations (FBI) and the Department of Homeland Security (DHS) are currently assisting those campaigns in protecting themselves.

The surveillance game has been played by both the US and the Chinese for quite some time. Several years ago, the wealthy in China began wiretapping phone calls and spying on each other.

And in 2013, John Kerry, Secretary of State, spent time in Bejing, China to solidify a deal between the two nations. An agreement on the establishment of a cyber security initiative was foremost for Kerry who acknowledged that this issue was of a national security concern.

The creation of a cyber working group (CWG) was laid out to facilitate dialogue and cooperation between the US and China.

Chuck Hagel, former Secretary of Defense, has attended the International Institute for Strategic Studies Shangri-la Dialogue (IISS) Asia Security Summit over the weekend.

Hagel delivered a speech wherein he repeated Kerry’s promises of a CWG.

Hagel said that recent cyber-attacks to US infrastructure “appear to be tied to the Chinese government and military. We are determined to work more vigorously with China and other partners to establish international norms of responsible behavior in cyberspace.”

The US produced a report showing that “the groups conducting [surveillance] are based primarily in China and that the Chinese Government is aware of them.”

The Chinese corporation APT1 was alleged as having syphoned data from 141 corporations with more than 110 of those companies being American based while Canadian and British corporations were also reported to have been affected. Mandiant maintains that hackers responsible for these attacks were sponsored by the People’s Liberation Army (PLA) of China, under the cyberware division “Unit 61398”.

The Unit 61398 was previously known as the 2nd Bureau of the People’s Liberation Army’s General Staff Department’s 3rd Department cannot be confirmed because there no references to them in documents; however intelligence operatives assert that this group is central to Chinese espionage.

Project 2049 Institute, a non-governmental organization (NGO) claimed that they are the “premier entity targeting the United States and Canada, most likely focusing on political, economic, and military-related intelligence.”

The Unit 61398 is purported to be located in Shanghai’s Pudong district, which is the center of the financial and banking core in China.
