Official sources in Cambodia stated that the 53-year-old Evard Nicolas Sarot who was arrested on Tuesday last week has been identified as a former member of the Catholic clergy in the Netherlands. Sarot allegedly paid about 20 boys under the age of 15 a few dollar each to pose nude for him, said police. Siem Reap Provincial Court charged him under the anti-human trafficking law on Tuesday. He was arrested outside a Siem Reap hotel said Mr. Ream Chanmony, a spokesman for the provincial court. Chanmony added that Sarot is being held provisionally detained in Siem Reap provincial prison.

Chhay Haklong, Deputy Chief of the provincial police’s anti-human trafficking unit stated that police found a laptop inside Sarot’s hotel room on Wednesday. In it, there were additional images of naked Cambodian boys different from those police found on his Nikon camera on Tuesday. He added that police would try to identify the other children if the court ordered a further investigation. Sarot maintained the images were solely for personal use, said Haklong. A conviction for producing child pornography in Cambodia carries a sentence of five to ten years in prison. The sentence can be doubled for the distribution of the materials.

The website of the Old Catholic Church in Culemborg, Netherlands, lists Sarot as having been a priest there from 2004 to 2013. nsnbc has been reaching out to Pastor Frank in Culemborg who referred nsnbc to the relevant Bishops, naming Bishop Mgr. Joris Vercammen.

nsnbc editor-in-chief Christof Lehmann asked a number of specific questions but has thus far not received a direct response. So far, the Bishops held a press conference in the Netherlands but did not answer our specific questions. A statement by the Bishops was read in the Catholic Church in Culemborg (and probably other parishes) on Sunday. The statement was also published on the website of the Catholic Church in the Netherlands (here) In the statement it became unequivocally clear that the church was informed about Sarot’ “preference for underage boys” some 18 years ago already.

“Anticipating some of your questions” and “realizing that we hereby violate Nico Sarot’s privacy”, read the statement, the Bishops acknowledged that “during his education as a priest, the leadership of the church was aware of his sexual preference for underage boys. A logical follow-up question that at this time remains unanswered is “who exactly is meant with “the leadership” and which actions were or were not taken following Sarot’s admission.

The church states that Sarot “than became obliged to seek appropriate help”. The logical and at this time unanswered questions would be “what exactly was meant with appropriate help? Who was in charge of monitoring that Sarot was receiving such help, and how did the church monitor whether such help “helped” before the church initiated Sarot into its priesthood and allowed him to work in a position of trust near children such as alter boys?

The church merely states that “confidences who accompanied Nico on his way to priesthood spoke after their intense conversations about their trust in him” before Nico was dedicated to the priesthood and appointed as pastor. The logical and at this time unanswered questions are “What was the context of these intense conversations”, would this include confessions?; What was the institutional context and who would take institutional responsibility for ordaining Sarot”?

The church states that “during the years of training and then afterwards, from the school and where he worked and also continued to work, no business was revealed”. Business, we must presume, refers to any incidents such as complaints from children, parents or other supervising adults. It should be noted that cases have been known in which perpetrators and/or victims of child sexual abuse within the church were “confessing” and some parishes attempts to use “confessions” to keep the scandal “within the church.

The Catholic Church in the Netherlands notes that the Bishop expresses his “dismay” and that “we are deeply shocked by the arrest of Nico Sarot and reports that one of our clergymen would be involved in making and spreading child pornography”. The church also expressed its great horror about the sex industry that exploits especially poor countries and vulnerable groups in those countries. Moreover, it states “We consider this contrary to the preaching of human dignity which is the basic mission of the church. We can not but hope that Nico Sarot is not involved in the way it is now distributed through the media worldwide. And if that, God forbid, is the case, then our church will do everything possible to contribute to a fair trial and justice to victims”.

The church also underpins the presumption of innocence stating “a judge has to rule on the suspicions of Cambodian police and the defense that Nico will be able to carry. The church underpins that is can not frustrate the course of justice by raising suspicions now, but that “the information we have received so far gives enough cause for great concern. Of course, we will contribute to a good trial, which will speed up the truth and get it right”.

The church also underpins that Nico Sarot was in Cambodia on private business, and that “Nico” has been suspended from his function of airport pastor in Schipol and as a serving minister of the church. We must still assume his innocence until it has been proven by a fair trial, states the church, adding that through his family, we are currently in contact with Nico, who was transferred to a prison yesterday from the police station. The Ministry of Foreign Affairs is also in touch with the family.

Pertaining the contact with parents of the children with whom “Nico” has been in contact because of his work, the church notes that “We immediately informed our pastors in the parish about the incident and some pastors in the parishes where Nico was employed ccontacted parents. The church added that “We hope that in the near future, we will also do more to address the need for accurate information for parents and parishes in need”.

The church also added that “In situations where he came into contact with minors – for example in the diocese of catechesis projects – it was always tightly monitored that he would work not only with young people, but always with others”. The logical question following such a statement would be “How exactly did the church “always monitor Nico” and who exactly was responsible for monitoring the man who admitted to his preference for underage boys some 18 years ago?
