Former Afghani Spy: Pakistan Uses US Funds to Sponsor Terrorism

nsnbc : Rahmatullah Nabil, a former chief of Afghanistan’s National Directorate of Security (NDS), disclosed classified documents which reveal that Pakistan’s Interagency Services Intelligence (ISI) uses funds provided by the USA for promoting terrorism.

Pakistan_Pakistani Military_jan 2015_NEOThe documents reportedly reveal that money provided by the United States, earmarked for the Pakistani military’s fight against terrorism, is being spent by the ISI, for promoting and supporting terrorism.

The documents released by the former spy chief of Afghanistan reportedly show that Islamabad exclusively strikes those insurgents who threaten Pakistan’s own interests. Afghanistan’s Tolonews quotes Nabil as stating that the ISI systematically supports terrorist groups, stressing that Pakistan has for long been funding terrorist organisations, particularly the Taliban-linked Haqqani network. One of the leaked documents is an:

“Official letter dated July 2014 from the central office of the ISI in Islamabad was sent to MI-422 office in Swaba and Khyber Pakhtunkhwa, in which it directed the office to thank that the people who succeeded in plotting the attack on Kabul Airport (now named  the Hamid Karzai International Airport) and gave 2.5 million Pakistani rupees to every one of the following: Haji Khalil Haqqani, Haji Hakim Woluswal, Qari Zahir Shah and Mawlawi Hakim. Moreover, the office was directed to donate 1.5 million Pakistani rupees to the families of those that were involved in the attack.”

Insurgents reportedly attacked the airport the day before the letter was issued. Another document revels that the ISI 945 office in Khyber Pakhtunkhwa in an official note dated April 6, 2015 to the central office in Islamabad wrote:

“Officials of 945 office, in a meeting with Toryalai, the head of the network and his co-fighters on April 5, 2015, were tasked to kidnapped and kill Afghanistan’s Shia leaders in Herat, Kabul and Farah. In addition, they gave 2 million Pakistani rupees to the participant in that meeting.”

In an associated note it was mentioned that 23 persons from Toryalai’s group who had received military training had completed their course. In yet another document from the ISI regional office in Peshawar to the central command center in Rawalpindi, a Pakistani Colonel wrote:

“I want to inform you that a meeting was held between Hafiz Gul Bahaduri of Hafiz Gul Bahadur Group with the commander of Afghan Taliban Maulavi Hamdullah. The main purpose of the meeting was to provide rented houses to leaders of Afghan Taliban in Hayat Abad and Tahkal of Peshawar who have been deployed from remote regions of Miran Shah. In addition, armored vehicles and guards should be provided to secure their lives and activities.”

Rahmatullah Nabil also stressed that thousands of Madrassas in Pakistan are engaged in brain-washing youth, terrorism and extremism. It was impossible for nsnbc international to independently and conclusively authenticate the classified documents that were leaked by the former intelligence chief of Afghanistan. The documents are, however, consistent with other intelligence that suggest Pakistan’s selective fight against terrorism and support of terrorist organizations whose activities benefit Pakistan and its allies.

The documents do not reveal details about the possible extend to which elements within the US government and US intelligence agencies have been cognizant about the ISI’s utilitarian approach to terrorism. Numerous, well-documented, previous reports as well as in-depth studies, have shown that U.S. intelligence and military services also have utilitarian approach to terrorism and cooperate with the ISI. It is noteworthy that the former Afghani spy chief “leaked” the classified documents shortly after Afghanistan announced that attempts to talk peace with the Taliban had been discontinued while Pakistan would like to see the resumption of talks. It is noteworthy that Pakistani intelligence services and the Pakistani military perceive Afghan territory as strategic depth in the case of a large-scale conflagration with India.
