Carr faces ethics attack over his lobbying firm

The federal Coalition has accused Foreign Minister Bob Carr of breaching ministerial ethics by keeping his sole share in his lobbying firm.

Senator Carr told a Senate estimates hearing he ceased all commercial activities on March 5 this year, about a week before he was sworn into the portfolio.

But Coalition frontbencher Eric Abetz says the fact Senator Carr kept the sole share in his lobbying firm R. J. Carr Pty Ltd puts him in breach of Prime Minister Julia Gillard’s Standards of Ministerial Ethics.

Section 2.9 of the standards says ministers must ”divest themselves of investments and other interests in any public or private company or business”.

Senator Carr said he did everything he was required to do before taking up his role in Federal Parliament.

”The company is dormant,” he told the hearing in Canberra yesterday.

”It receives no income, it does no work, it is parked with my accountant.”

Senator Abetz said Senator Carr must divest himself of the shareholding.

”This shows utter contempt for the Prime Minister’s standards,” Senator Abetz said.

He also used the hearing to pursue Department of Foreign Affairs and Trade Secretary Dennis Richardson over his dealings with Chinese telco Huawei.

Mr Richardson is a board member of the Canberra Raiders rugby league team and last year helped them secure a $1.7 million sponsorship deal with Huawei.

The federal government recently banned Huawei from the $36 billion national broadband network project on national security grounds.

Mr Richardson is a member of the Secretaries’ Committee on National Security.

He conceded there was a potential conflict of interest but he ultimately believes he did everything that was required of him.

”I don’t believe I am in breach of any code of conduct,” he told the hearing.

”I believe that I have conducted myself properly.

”I believe I have properly separated out my different responsibilities.” AAP
