Federal Labor frontbencher Craig Emerson says it is understandable that Joel Fitzgibbon would be disappointed with Julia Gillard’s Cabinet reshuffle.

Mr Fitzgibbon was defence minister until 2009 but stood down after admitting to a breach of the Ministerial Code of Conduct.

He missed out on a frontbench promotion under Ms Gillard’s reshuffle announced on Friday.

There are reports today that Mr Fitzgibbon and the Prime Minister shared an angry phone call during the week when she rang to offer him the role of parliamentary secretary.

It is believed Mr Fitzgibbon threatened to resign over the offer of the junior portfolio.

He is currently Chief Government Whip and has been one of Ms Gillard’s main supporters. It had been widely assumed he would be offered a frontbench role in the reshuffle.

Trade Minister Craig Emerson has told ABC1’s Insiders there were always some disappointments with reshuffles.

“I imagine Joel would be disappointed. But again, he is the Chief Government Whip. That’s a pretty senior post,” he said.

“He’s a fantastic bloke. He’s respected right across the political divide, so again, not all expectations, as valid and legitimate as they might be, can be met.”

Dr Emerson received a promotion in Friday’s reshuffle and the Minister for Trade now becomes Minister for Trade and Competitiveness.

The reshuffle follows the leadership ballot which saw Kevin Rudd lose the caucus vote and move to the backbench and then the surprise resignation of Mark Arbib.

Under the reshuffle, former New South Wales premier Bob Carr joins the Senate and will take on the role of Foreign Affairs Minister.
