Killer jailed for slitting throat

A murderer who brutally slit a man’s throat during a Melbourne neighbourhood brawl has been jailed for 24 years.

Rowan Biram, 39, was fatally slashed after venturing outside his home at Heidelberg West in Melbourne’s north to investigate a fracas in November 2009.

Tjay Tunja, 26, inflicted a 12 centimetre-long wound to Mr Biram’s neck before fleeing.

Mr Biram did not regain consciousness and died in the arms of his neighbour Sharon Arnold.

Sentencing Tunja on Tuesday in the Victorian Supreme Court, Justice David Beach said he had shown no remorse.

“The killing of Mr Biram was a brutal, senseless and callous act,” Justice Beach said.

“You have shown no remorse.”

The court had a duty to impose a sentence that upheld the sanctity of human life and deterred people who destroyed lives through violence, the judge said.

Mr Biram had gone outside after hearing screaming and yelled at the group to stop, the court heard.

Several men became involved in a fight with Mr Biram.

During the fight Mr Biram was on top of one of the men and Tunja slit his throat.

Tunja, of Rosebud West on the Mornington Peninsula, had pleaded not guilty to murder, with his barrister arguing it was not Tunja who attacked Mr Biram.

Last month the jury found him guilty of murder.

Tunja has prior convictions for intentionally causing serious injury, aggravated burglary and recklessly causing injury, the court heard.

Justice Beach noted a clinical psychologist found Tunja to be “remarkably normal” in both personality and intellect.

“In such circumstances, your crime is all the more inexplicable,” Justice Beach said.

He jailed Tunja for 24 years and ordered he serve a non-parole period of 19 years.

Mr Biram’s family and friends applauded after the sentence was delivered.

Outside court, Ms Arnold, who spoke on behalf of Mr Biram’s family, said they were relieved by the sentence.

“What he did to our friend Rowan was absolutely horrific; he took his life when Rowan was trying to save and protect other people in the community,” she said.

“He was tragically taken from us in a revolting, heinous act by Tjay and it is something that we will never be able to get over at all.

“Every night it is with me. He died in my arms – how can I ever forget that?”
