Rescue workers rushed to the scene of the incident on Friday to find survivors amid the debris of the building, which belonged to the city’s civic administrative body, the Municipal Corporation of Greater Mumbai.
“There are three deaths and 11 have been rescued up to 12 noon,” said Vijay Khabale-Patil, the corporation’s spokesman.
A list prepared by corporation officials at the scene later indicated that nearly 30 people had been rescued and taken to the hospital for treatment.
“The rest of the people are down below, calling people from inside. Rescuers are doing their level best to save lives,” local politician Bhai Jagtap said after visiting the scene.
The construction is said to have been home to 22 families.
Earlier, local commander Alok Avasthy from the National Disaster Management Authority (NDMA) said that up to 70 people were feared trapped.
According to the Municipal Corporation of Greater Mumbai, the building was for employees of the local administration and their families. They had been asked to leave the place earlier this year.
Khabale-Patil added that the building was “around 30 years old” and that “We had issued a notice to them in April, to vacate the building, but they did not act.” The spokesman did not explain why the families had been told to leave.
Building collapses are common in India due to inadequate supervision in constructing multistory structures and poor building standards.
In recent months, five other apartment blocks have fallen down in or close to Mumbai.
