The temblor hit at 4.20 a.m. on Thursday (2020 GMT Wednesday), according to the US Geological Survey.
It struck at a depth of 15.9 kilometres (9.9 miles).
The Philippines sits on the Pacific Ring of Fire, which is an area with intense seismic and volcanic activity caused by friction between shifting tectonic plates.
A magnitude-7.7 quake killed nearly 2,000 people on the northern island of Luzon in 1990.
