China adds new rules for foster parents

China has introduced new rules on foster care as welfare institutions are only able to provide sufficient facilities for less than one in five children across the country.

Under new regulations introduced by China’s Ministry of Civil Affairs on Monday, each foster family can take in a maximum of two children at once provided they have none of their own under age six.

The previous limit allowed three foster children at a time.

Prospective parents are required to have completed at least nine years of formal education and their financial status should be at least average for their region.

Meanwhile, foster parents will receive government subsidies at around 1,000 yuan per month (about USD 160) to aid in the foster child’s education, medical care and living costs.

“Previously, the subsidies were quite low, so most of the foster families were from the countryside where the living costs were relatively low. Most of the families could provide good care. But compared with cities, the quality of education and medical service still lagged behind. So the new requirement is actually trying to find a better community for the children,” said Zhang Wenjuan, deputy director of Beijing’s Juvenile Legal Aid and Research Center.

There are nearly 550,000 orphans across the country. However, child welfare institutions can provide sufficient facilities for about 100,000 children.

China instituted the family foster care program in the early 1990s. Only about 30,000 children are currently living with foster families across the country, according to the state-run Xinhua news agency.
