The Czech Statistics Office reported on Saturday that leftist Zeman secured 54.82 percent of the vote. Conservative Foreign Minister Karel Schwarzenberg secured 45.17 percent of the vote in second round of the republic’s election.
Zeman, 68, will replace Vaclav Klaus, who resigned in March after a decade in office.
“I promise that as a president elected in a direct vote by citizens, I will do my best to be the voice of all citizens,” Zeman said in his victory speech.
Zeman, who was a member of the Communist Party before the Soviet invasion of Czechoslovakia in 1968, worked as Social Democrat premier in 1998-2002.
“Milos Zeman has won, I acknowledge this, and I hope he will manage to be the president of all Czech people,” said Schwarzenberg after the final results were announced.
In the first round of voting held on January 11-12, Zeman garnered 24.2 percent of the vote while Schwarzenberg won 23.4 percent.
The Czech parliament elected former presidents until last February when lawmakers approved the shift to universal suffrage in order to increase the legitimacy of the office.
Zeman is expected to take a more favorable stance towards the EU unlike his predecessor Klaus.
