Human Rights Watch has called on Morocco and Spain to end “abusive treatment of sub-Saharan immigrants” after nine people recently drowned trying to reach Spain’s North African territory of Ceuta.
The rights group published a report on Monday, urging Moroccan authorities to ensure that the rights of migrants are respected.
Katya Salmi, with the rights organization, urged Moroccan authorities to put an end to the beating of migrants as its security forces have increasingly come under criticism for assaulting, arbitrarily detaining and deporting illegal immigrants to Algeria.
The Moroccan Interior Ministry was not immediately available for comments on the report.
Human Rights Watch also censured Spain for allegedly forcing migrants from the territory.
The rights organization criticized Spanish security forces for using “excessive force when they summarily expel migrants” from their territories of Ceuta and Melilla, Europe’s only land borders with Africa.
On February 6, nine immigrants died while trying to swim to Spain’s Ceuta from the nearby Moroccan town of Fnideq.
The rights group called for a probe into allegations that police fired into the sea where the immigrants were swimming, as both Moroccan and Spanish security forces tried to prevent the migrants from reaching Ceuta.
“We are shocked by this tragedy. We want an investigation into the facts to know what security measures were taken, in response to witness accounts that rubber bullets were used,” Salmi stated.
Spanish authorities say the migrants were not targeted directly, arguing that civil guards in Ceuta only fired rubber bullets into the air to ward them off.
Human Rights Watch said Spain’s expulsion of illegal immigrants violated both international and European Union law, which forbids countries from forcibly returning anyone to a place where they would face a real risk of being subjected to inhumane and degrading treatment.
