US federal prosecutors sued New York City on Thursday for the abuse of juvenile inmates in the city’s notorious Rikers Island prison, according to court filings.
New York’s Department of Correction was accused of rampantly violating the civil rights of its adolescent detainees.
In an investigation, the Justice Department condemned a “pervasive and deep-seated culture of violence” against inmates.
The inmates held at Rikers Island were subjected to unconstitutional conditions and confinements, along with excessive force at the East River jail.
According to the investigation, prison staff frequently punched and kicked inmates.
Rikers Island is one of the largest municipal jails in the United States, with an average daily population of 14,000.
Former inmates described the harsh conditions and illegal activities they witnessed.
Phyllis Tabron, an inmate’s mother, explained the ordeal of his son at Rikers Island.
“He’s spent six months in one encounter in solitary confinement as a teenager and I had to see him every week, just so he wouldn’t lose his mind because he was telling me he was like ‘Mom, I literally feel I’m going crazy in here’,” she told Press TV last month.
