The incident took place in the small town of Tongaat, around 40 kilometers (25 miles) north of the Indian Ocean city at around 4:30 pm (1430 GMT) on Tuesday.
Police spokeswoman Mandy Govender confirmed that one person was killed and dozens were injured by the collapse.
“It was a mall building still under construction… Most of those still trapped inside the building were construction workers,” said the spokeswoman, adding that 26 people were pulled from the debris after the roof collapsed.
According to emergency response company ER24, a person was airlifted to hospital, two people were in a critical condition, and 18 others were seriously injured.
Paramedic Neil Powell, who was present at the scene, said, “An estimated 50 are underneath the rubble… It’s pretty dark now and it’s getting unmanageable… It’s a very big construction site, probably about 200 meters (656 feet) long.”
The paramedic also said most of the injured suffered from “broken bones, multi-fractures, and crush injuries,” adding, “Some are in severe condition, others are mild.”
Fiber-optic cables were being fed into the collapse area to find out if there were any other survivors.
“There was this sound, it was too huge, that I picked my head up — at that point I just saw the whole slab — that just came down and all you could hear was the guys screaming,” said a witness, adding, “The smoke looked as if somebody has put dynamite in the building, where everything just blows up.”
The cause of the roof collapse was not immediately clear but crisis medical managing director Dean Macpherson, whose team was working at the scene, said, “We are led to believe that there were concerns expressed in recent months about the safety of the building.”
“We are led to believe that the eThekwini municipality [of Durban and the surrounding towns] obtained a court order to stop the building construction after safety concerns, however, the company continued to build illegally.”
“At this stage we cannot comment on such (matters) as the police will have to determine such,” he added.
Emergency teams were attempting to secure the site, according to a municipal fire official, who said, “There is work in progress to try and stabilize the situation.”
Durban and its surrounding province of KwaZulu-Natal have enjoyed a construction boom in the last few years.
