JULIA Gillard has congratulated John Howard on his appointment by the Queen to the Order of Merit.

The Prime Minister said the high honour recognised the former PM’s “distinguished public service over many decades”.

“As our second longest serving Prime Minister and a parliamentarian of 33 years, Mr Howard devoted his life to Australia,” Ms Gillard said.

“He led our nation through many difficult days including our grieving after the Port Arthur massacre, 9/11 and the Bali bombings.

“He led our nation through times of widespread and complex economic and social change. While Australians will inevitably have a variety of views about the record of the Howard Government, Mr Howard rightly commands ongoing respect for his contribution to the nation.”

Appointments to the Order of Merit are the gift of the Queen.

Mr Howard now joins a small number of Australians to receive the honour, including Sir Macfarlane Burnett, Lord Florey, Sir Sidney Nolan, Dame Joan Sutherland and Lord May of Oxford.

According to the Royal Family’s website, the honour is bestowed upon individuals who achieve “exceptional distinction in the arts, learning, sciences and other areas such as public service”.

Mr Howard said his appointment to the Order of Merit was a “compliment” to the nation.

“It’s obviously something that gives me a great deal of pleasure and surprise,” Mr Howard told ABC radio this morning.

“I also see it as a compliment to Australia and a reminder of the great respect the Queen has for our country and the continued interest that she displays in the welfare of Australia and Australians.”

The Order is restricted to 24 members and occasional foreign recipients.

Former British prime minister Margaret Thatcher and former Canadian prime minister Jean Chretien are also members.
