On Wednesday, Russia’s ITAR-TASS news agency quoted Mikhail Bogdanov as saying that what is most important is to “create an atmosphere for (future) talks” between Damascus and the Syrian opposition.
The Russian official also stated that informal consultations “do not necessarily have to end in some sort of agreement.”
Bogdanov said some opposition groups have already agreed to come to Russia, but he did not provide further details.
The Russian deputy foreign minister represented Russia at preparatory talks in Geneva on Tuesday for the next conference on the crisis in Syria. He said the proposed informal talks could lay the ground for the staging of a formal Geneva II conference.
The United States and Russia have failed to set a date for a long-delayed Geneva II conference. The two countries proposed the conference on May 7. Moscow and Washington have been pushing to bring the Syrian government and the foreign-backed opposition to the negotiating table.
UN-Arab League Special Representative for Syria Lakhdar Brahimi has said that he would meet again with Russian and US officials on November 25, “hoping that we’ll be able to have the conference before the end of the year.”
The UN envoy cited divisions within Syria’s opposition as the main obstacle to the conference, saying he hoped they would “move towards the formation of a credible delegation” for the talks.
On November 4, Syrian Information Minister Omran al-Zoubi said that Damascus would not participate in the conference if the aim is for President Bashar al-Assad to relinquish power.
Syria’s increasingly divided opposition has so far balked at attending the Geneva event.
Ahmad Jarba, who is the president of the so-called Syrian National Coalition, said on November 3 that the group would attend the talks only if there is a clear timeframe for President Assad to step down.
