Western diplomatic sources said they believed the Haqqani Network, part of the Afghan
Taliban which is often described as a ‘Pakistani asset,’ had been
responsible for the attack and that it had been aimed at “sabotaging”
Pakistan prime minister Nawaz Sharif’s hopes of a “détente” with India.
India’s belief that Pakistan’s ISI was also behind the latest attack will
weaken Mr Sharif’s hopes that India will play a significant role in easing
his country’s chronic power shortage. India had signaled its readiness to
supply electricity over the border to Lahore where regular power cuts in
soaring temperatures played a part in Mr Sharif’s election victory.
“This is sabotage and it’s going to be a real challenge for Nawaz Sharif to
maintain his credibility unless he comes up with a credible
counter-terrorism strategy,” the source said.
“He has not yet had time to assert his authority over the ISI — this action
was not authorised by Nawaz Sharif. This will turn the spotlight on how far
up the command chain does this go.”
