“Our main task today is to prevent such a thing happening again,” Yanukovych said when he visited the site of the attacks in Dnipropetrovsk city on Saturday.
The health ministry said on Saturday that 30 people had been injured, adding that four victims are in a critical condition.
Yanukovich said city authorities would pay 2 million hryvnias (USD250,000) for any information that could help find the bombers.
The president and other officials declined to say what direction the investigation was taking.
The attacks came as Ukraine is preparing to host Euro 2012, an event it is co-hosting with Poland. Europe’s football governing body UEFA has said it is confident Ukraine will be able to ensure security.
The Ukrainian government has deployed military patrols and armored vehicles to the area where the blasts took place.
The Ministry of Defense has also tightened security in military facilities.
