THE family of a woman who died at the hands of a serial killer twice paroled for murder is relieved he will never walk free again.


Appeal judge Justice Bernard Bongiorno yesterday refused John Leslie Coombes leave to appeal his sentence, ruling he had no chance of winning a minimum term on a life sentence for the murder of Raechel Betts.

Justice Bongiorno said that Coombes was almost 57 years old and his record as a triple murderer meant he could not get a minimum term of less than 35 years, taking him into his 90s and beyond any prospect of parole.

Outside the appeal court, Ms Betts’ family hugged and said they were happy their court ordeal was over.

Ms Betts’ grandfather, Neville Betts, said they were surprised Coombes appealed his sentence given his history of homicide.

“The legal system in Victoria must be wrong to allow such a thing,” Mr Betts said.

“The appeal decision is a fair one and it’s the only one given the facts of the case. We’ve all been through a pretty harrowing period waiting for the result.”

Mr Betts said they would never understand how Coombes won parole twice after being convicted of murder.

“He murdered one, he went into prison; he murdered two and then they gave him parole again. It highlights the stupidity of the law.”

Earlier this year, Coombes pleaded guilty in the Supreme Court to murdering 27-year-old Ms Betts at Phillip Island in 2009.

The court heard Coombes strangled the childcare worker and dismembered her body in a bathtub before throwing her remains off a pier.
