KCMO Thugs Violently Assault Man and Threaten his Family (VIDEO)

You sit there and you don’t open your fucking mouth, you understand? Otherwise, you are going to the hospital.

That was just one of the threats made by Shannon Hansen, Jacob Harris and Sgt. Todd Hall on May 2014, when the three Kansas City, MO police officers arrested Manuel Palacio for armed robbery. Palacio, who was beaten during the incident, has filed an excessive force lawsuit last month against the officers.

Tom Porto, Palacio’s attorney says, his client was not armed but was punched, kicked and spit on during the arrest on May 2, 2014. Palacio never filed a complaint against the officers, but the release of the dash cam footage has prompted a criminal investigation.

Officer Hall and Sgt. Harris are currently on administrative duty pending an outcome in the criminal investigation. 

The dash cam starts with officers bumping Palacio, who was walking down the street, with their cruiser. One of the officers jumped out of the cruiser with his gun drawn and orders Palacio to the ground. After he complies, the officers pile on top of him and one of the officers punches Palacio three times in the head.

Throughout the entire arrest Palacio maintains he didn’t do anything, still the officers physically abuse and verbally berate him. Most of what they say is so depraved that it makes you wonder if these are public servants or members of a violent street gang.

One of the officers, either Harris or Todd repeats over and over again “You’re bought and paid for, you’re done dude.”

Officer Hansen then threatens to give his family’s information to the victim.

You’re not only going to get an ass whooping from us, but you’re getting it from him,” Hansen said, while pointing to the robbery victim’s father, who was also on scene. “I’m giving him your address, your mom’s fucking address and everybody’s address that you know and I hope his family comes over and takes a fucking ball bat to your fucking head.”

Another of the officers threatened to send Palacio to the hospital if he didn’t stop talking.

I’m not entirely sure what these cops were so angry about, it wasn’t like Palacio had victimized them personally. In fact, their behavior should raise questions about the effectiveness of police as mediators. They didn’t even ask for Manual’s ID before pointing guns, shouting orders, and becoming physical.

The video shows Palacio did everything the cops say you’re supposed to if you want to survive a police interaction.

  • He didn’t call them pigs or cuss them out.
  • He followed all of their orders.
  • He never reached for his waistband or made aggressive movements.
  • He did not resist them in any way, shape or form.
  • He remained calm regardless of their assault.

Regardless of his compliance, the officers beat and abused Palacio. The lawsuit claims Palacio suffered head and back injuries, as well as emotional distress, as a result of the attack.

Manual Palacio plead guilty to the robbery charge and is currently incarcerated. Still, he is suing all three officers for their actions. Palacio contends in his lawsuit that he was unarmed and did not resist the officers. During his criminal proceedings, the prosecution made a motion to suppress the video, but Palacio plead guilty before it was ruled on.

The KCMO police department issued a response to the lawsuit.

The department became aware of a possible case of police misconduct several weeks ago,” the statement said. “KCPD immediately initiated a criminal investigation, and it is ongoing at this time.”

This statement is a lie on many levels. The prosecutors motioned to suppress the video and that means they saw it. The department had to have seen it, as someone had to produce a copy for evidence in Palacio’s criminal case. Claiming to only have been made aware of the actions of these officers “several weeks ago,” is a bald face lie.

They also called this a “possible case” of misconduct. I don’t know how much clearer it has to be? Before positively identifying Manual, they hit him with their car and pointed a gun at him. If that isn’t police misconduct, the argument that I’m allowed to write this article, is not going to hold any water when I tell you that we live in a police state.

Just because the prosecutor’s office is forced to investigate these actions, doesn’t mean that they won’t side with the police.  They already sided with the department from the beginning, when they chose not to address the actions of the officers after becoming aware of them during the criminal proceedings against Palacio.

In reality this isn’t just another video of officers abusing someone during another rough arrest. This is a visual testament to the treatment doled out on a daily basis by those who claim to be protecters. Even if you are accused of a crime the police are not permitted to assault you. Unfortunately everyday the list of abuses committed by police officers grows longer. The victims are not a deserving select few. In fact, children, students, the elderly, and even other cops aren’t safe from it. 

In today’s society, filming the police is no longer a radical act of disobedience. It’s a necessary action that is steadily becoming a cultural reaction to police violence, not only in the US, but globally.
